Windows may have gotten better, but some developers like to put stuff on your registry and windows-reserved folders and not remove it upon uninstall. Also remember that some people are running on 128GB SSDs! While storage is cheap, it is no excuse to stuff the users’ disk with no option to cut down a bit.
I don’t know if there’s a setting to let windows know you don’t want it putting their garbage there. Also windows does that to multiple disks. There are unsupported tools for this, but then you’re at risk of bricking your system. There’s no official way of cleaning it up (cleanmgr and dism didn’t cut it for me, but helped).
